One caution on Clockify. Its pricing page lists the monitoring feature as Activity monitoring and has no row named Screenshots, while its help center lists screenshots on Pro. Confirm what Pro captures during a trial before you decide.
What does monitoring cost on each tool?
On annual billing, monitoring costs $6.67 per user on Time Doctor and $7.99 on Clockify, so Time Doctor is $1.32 cheaper per seat.

The gap is real but not huge. At 25 seats it is $396.00 a year. On monthly billing the gap is $1.99 per seat, because Basic is $8.00 and Pro is $9.99.
The comparison is not perfectly even. Clockify Pro also bundles scheduling, budgets, expenses and forecasting, which are not on the Time Doctor Basic feature list. If you will never open those, the extra money buys you nothing. If you will, Pro is the better value than it looks.
What do approvals, attendance and time off cost?
Clockify Standard at $5.49 covers them, while Time Doctor needs Standard at $11.67, so Clockify is $6.18 cheaper per user.
On Clockify, time off, invoicing, time approval and attendance with overtime all start on Standard. On Time Doctor, attendance, break tracking, leave tracking, schedules, time approvals and payroll all start on Standard.

The Clockify pricing page does not list payroll on any plan, so if payroll inside the tracker is your goal, the extra $3.68 is what Time Doctor charges for it. Time Doctor Standard also lists productivity ratings and a real time notification feature, and it adds live chat, email and callback support.
This is where most buyers end up, so it is the row to take to your finance team.
How do add ons and SSO change the picture?
Time Doctor sells several features as add ons on Basic and Standard, which can push its cost past a higher plan, while the Clockify pricing page shows no add on price list, only a separate Kiosk pricing block marked Limited seats.
On Time Doctor, Video Screen Recording, Unusual Activity Reporting and Benchmarks AI cost $3 per user, and SSO costs $200 per account per month. Illustrative example for SSO: 10 seats on Time Doctor Basic with the SSO add on cost 10 x $6.67 x 12 + $200 x 12 = $3,200.40 a year. On Clockify, SSO sits on Enterprise, so 10 seats cost 10 x $11.99 x 12 = $1,438.80 a year. Enterprise adds other things too, but if SSO is your only need, the gap is $1,761.60.

Does support differ by plan?
Yes. Clockify lists 24/7 support by email, chat and phone on every plan, while Time Doctor Basic has a ticket portal and a knowledge base and adds live chat, email and callback from Standard.
For a small team on a tight budget, that makes Clockify the safer choice when something breaks late at night. Time Doctor also lists a dedicated account manager, for teams of 50 or more users, on Premium. Do you expect to need a person on the other end of the line?
