Toggl charges $9 and $16 per user per month on annual billing, while Clockify runs $3.99 to $11.99 and has a free plan for up to 5 users. Toggl's own page says no screenshots, while Clockify offers activity monitoring from Pro at $7.99.

All prices are per user per month. Toggl has two paid tiers and Clockify has four, so Toggl packs into Premium what Clockify spreads across Standard and Pro. That is why the Upper row looks so lopsided. Toggl Premium costs $8.01 more than Clockify Pro on annual billing.

What do you pay for the basics?
For billable rates, rounding and exports, Toggl Starter costs $9 per user, and Clockify Basic costs $3.99, so Clockify is $5.01 cheaper per user.
On the Toggl comparison table, Billable rates, Rounding, CSV exports, Alerts, Guest access and team level reports are all blank on Free and included from Starter. On Clockify, the closest plan is Basic, and its feature list includes billable rates, CSV and Excel exports, shared reports and project templates.

Illustrative example: the formula is seats x annual price x 12, and the seat counts are chosen for the math. At 25 seats the gap is $1,503.00 a year. Not every feature on Starter has a twin on Basic, so check the list before you treat the two as equal.
What do timesheet approvals cost?
Approvals start on Toggl Premium at $16 and on Clockify Standard at $5.49, which makes Toggl $10.51 more expensive per user.
Toggl shows Timesheet approvals as a dash on Free and Starter and a check on Premium and Enterprise. Clockify lists Approval, with time off, invoicing and attendance and overtime, from Standard.

Premium also unlocks required fields, time tracking reminders and project dashboards, so some of that money buys a lot more than approvals. Will your team open those screens? If not, this is the gap to look at first.
Does either tool monitor activity?
Clockify does from Pro at $7.99, while Toggl lists no screenshot monitoring and advertises that choice.
The Toggl pricing page carries a badge that reads No screenshots, no surveillance, and its card for Premium does not mention monitoring. Its comparison table does list Desktop activity tracking and Idle time detection on every plan, including Free. Read that as time tracking help, not as screenshots, and confirm what it records during the trial.
On Clockify, the pricing page lists Activity monitoring and GPS tracking from Pro. The page has no row called Screenshots, and the Clockify help center lists screenshots on Pro, so confirm what Pro captures before you buy. If you only need monitoring, Clockify Pro at $7.99 is the only one of the two that sells it, and it costs $8.01 less than Toggl Premium.

Toggl puts SSO on Premium at $16, and Clockify puts it on Enterprise at $11.99, so Clockify is $4.01 cheaper per user.

The Toggl page shows a banner reading Annual (Save 33.3%) with a label that says 4 months free. That number matches Premium, and Starter works out to 25 percent, so a Starter buyer gets three months free, not four. Who is more likely to pick the monthly toggle, and pay 33 percent more on Starter or 50 percent more on Premium without realizing it?
What about the free plans and trials?
Both tools have a free plan, and only Clockify says how many users it covers.
Toggl says Free for a limited number of users and does not give the number on the page. It also offers a 30 day trial on Starter and Premium. Clockify says up to 5 users on its Free card.
